Toronto concrete-work handover: responsibility for slurry and wastewater
SiteClear planning resources / Reviewed 11 October 2026
Check the destination before the work is released
Toronto states that construction wastewater and debris must not enter catch basins. Discharge to the City sewer system requires approval; the City describes a discharge permit or agreement pathway and an alternative using a Ministry-licensed waste hauler. Check the current construction wastewater and debris guidance with the responsible project party.
This is a coordination guide, not a treatment method or a claim that SiteClear supplies licensed hauling or discharge authorisation.
Use a source-to-destination decision sequence
| Decision | If it is unresolved |
|---|---|
| What water or slurry will the work create? | Have the responsible contractor identify the source and material |
| How will it be collected and held? | Assign a reviewed arrangement before the affected task |
| What destination is proposed? | Confirm the relevant approval or receiver requirements |
| Who takes custody and records collection? | Name the responsible party and required evidence |
Do not combine process slurry, other collected construction water and dry debris under one vague disposal instruction. Their destination questions need their own review.
Illustrative handover record
A cutting package identifies process water and concrete residue. The GC records the responsible collection party, unresolved classification question, proposed destination and evidence needed from the authorised receiver. The affected task remains subject to those decisions; the presence of a nearby drain does not resolve them.
Keep long-term foundation drainage separate. Its City pathway should be checked directly rather than inferred from a temporary construction-water arrangement or an unverified policy-change date.
Include water responsibilities in the enquiry
Bring the cutting scope, building arrangements and responsible project contacts to SiteClear. Ask what the agreed removal package includes and what collection or receiving work belongs to other providers. The handover should state both the physical removal endpoint and who owns the remaining material and water decisions.
