Toronto rental interior release: licence and access are separate
SiteClear planning resources / Reviewed 11 October 2026
Check the City's current licensing guidance
Toronto describes its rental-renovation licence requirement for repairs or renovations that require tenants to leave under the provincial N13 process. The City also distinguishes its bylaw from the provincial eviction process. Owners should check applicability with the City and their advisers before authorising the affected work. See the City's rental-renovation guidance.
This guide does not determine possession, provide tenancy advice or describe how to obtain an eviction. Keep those matters with the responsible owner and advisers.
Keep four decisions visible
| Decision | Project record to request |
|---|---|
| Scope and design | Current removal drawing and retained elements |
| Building approval | Applicable decision/status confirmed by the responsible professional |
| Rental-renovation licence | Owner's applicability and required licence confirmation |
| Operational access | Management's released area, route and contractor arrangements |
One record should not be used as a substitute for another. A concierge can organise access without resolving the owner's licensing or legal position. The removal list should match the scope actually authorised.
Illustrative held-area record
Record a suite reference, drawing revision, decision owner and outstanding release item. For example, the interior scope may be defined while the owner's licence confirmation remains outstanding. Keep the area held until the responsible party resolves that item; do not include tenant names or personal circumstances in the demolition planning record.
After release, coordinate shared routes and the receiving contractor's inspection separately. For the physical differences between suites, use the vacant-apartment package guide.
Discuss the authorised removal portion
Bring the removal boundary and project contacts to SiteClear. Identify unresolved approvals rather than presenting a proposed date as authority to start. The related landlord-consent guide addresses a broader commercial context; this page concerns Toronto residential rental planning.
